strtotime() sucks. As you can see reading through the notes, there are several examples of
questionable behaviors, things that should intuitively work differently, etc. That's because
you're basically learning a new language to describe times. I prefer mktime(), because there
is no possibility of ambiguity. It doesn't have niftiness factor -- you can't tell it to
fetch the third tuesday after the second full moon in 20x6 -- but for most applications, it's
quite sufficient and can help you avoid very frustrating bugs in your code.
