note 42313 added to function.mail

I hestitate to post this out of embarrassment, but if it saves someone else their afternoon (unlike mine today), that's a good thing. I've been making subtle changes to etc/php.ini all day, trying to deal with the "Return-Path" situation. Added -f, -F, etc., etc. At my wits end, I checked out info.php. Sure enough: Configuration File (php.ini) Path: /usr/local/lib A quick cp /etc/php.ini /usr/local/lib/ and apachectl/graceful later, and I was in business.
