If the user has cookies turned off (you can check for this by setting a cookie and then redirecting
to PHP_SELF?seen=1, for example), you can make a crude intimidation with WWW-Authenticate.
Ask the user to enter any username or password, and if the username is not already taken, you can
use the data sent by the browser on each page request as a crude form of session management
(probably with the aid of databases), where the user name and password contribute to the SID.
