On this page it's not explicit, but it looks like (and my brief experience confirms that) you
can't change configuration values identified as PHP_INI_PERDIR) in .htaccess if PHP is run as a
CGI and not as an apache module. A real world example can be found if you have a shared hosting
based on Ensim with "high security" settings.
