note 43237 added to function.error-reporting

could anyone explain why when turning error reporting off with the following command error_reporting(0); This error is placed in the html output when uploading a file that exceeds max_file_size in my form The only way i could disable this message is to set display_errors = Off in my php.ini file. Is there an easier way?
