If you set safe_mode to "On", the per-user setting of upload_tmp_dir will no longer be
used by PHP for file uploads. Instead, uploaded files will go into /tmp by default. This could
create conflicts with per-user open_basedir settings.
For example, your apache vhost config could read like this:
php_admin_value file_uploads 1
php_admin_value upload_tmp_dir /var/www/web123/phptmp
php_admin_value open_basedir /var/www/web123
php_admin_flag safe_mode On
php_admin_value safe_mode_exec_dir /var/www/empty
This _should_ do what we want, placing uploaded files into /var/www/web123/phptmp, so the user can
read, copy or move the files. But safe_mode has been set to "On", so the upload_tmp_dir
value won't be used by PHP, and all files go to /tmp, or whatever value is set in the
system's php.ini.
