If you're using any O'Reilly version of Website, you should use the CGI interface and not
the ISAPI. The reason is that the ISAPI will leave out the blank line between headers and content,
and you will lose the top of your template down to the first blank line.
Also, since php.exe is not itself accessible as a CGI (assuming you put your PHP directory outside
the Website tree), it's safe to set cgi.force_redirect = 0
The ISAPI problem appears to have been fixed in Deerfield Website 3.1, although I'm not yet
convinced of its stability.
