I will second the http://www.devside.net win32 Web-Server Suite
and instruction guides.
You have two options...
1) Use their guides to build or setup a PHP enabled web-server.
2) Download a complete Web-Server package, and either auto-install or perform the steps manually
(recommended -- lots of good info).
