note 19005 deleted from function.xmldocfile by nlopess

Note Submitter: ken@positive-edge.com ---- The file being loaded must be the complete path. A string like './file.xml' or 'file.xml' is not acceptable and the function will return false. This is a common mistake because functions like fopen() can take relative paths like above. Also, the path is not in relation to the document root, it is in relation to the root (/) directory on UNIX or the c:\ on windows. This should help those that had some trouble operating this function. Ken Egervari
