I've got past the 'failed to load php_xslt.dll' problem on IIS/PHP 4.3.0 as CGI by
copying expat.dll, sablot.dll and iconv.dll into the /winnt/system32/ directory.
I've left the extension_dir option in php.ini set as ./extensions which is the default value.
