Just wanted to add a bit about the PHPRC environmental variable in Windows.
If you set the PHPRC var to the path of your PHP installation, then the 'php.ini' file can
"live" in the same directory as your php.exe.
To me, this makes maintaining PHP a lot easier, as it's all in one place.
Command line PHP scripts and those run via Apache work just fine.
I don't know if this works in IIS. Maybe someone will read this, test it, and let us know
either way.
