Use GET wherever possible - it is simpler and does not break the refresh. POST is for textareas and
other large data.
To avoid a double-insert, pull a row_id on the first page and pass it to the second page. On the
second page, make sure the row_id doesnt exist before continuing.
For a modify operation, use row_id the same way, except resubmits are not really a problem. On a
resubmit, the user will only be changing the same row to the same values anyway.
