substr(base_convert(fileperms($filename), 10, 8), 3);
this works OK for files but not directories:
try this for both files and directories:
$perms = base_convert(fileperms($filename), 10, 8);
$perms = substr($perms, (strlen($perms) - 3));
(fileperms(filename) returns a shorter octal number for directories)
