keith at gabryelski dot com was kind enough to list exactly what was wrong when installing PHP5 with
MySql and Apache2 in Windows. I have found another (better?) place to put libmysql.dll, in the
/Apache2/bin directory. Seems to find it fine and I'm running PHP5.0.0 MySQL 2.0.49 and
Apache2 without problems.
