note 44381 added to ref.gettext

All gettext-related functions do not work in PHP 5.0 on Windows. This was reported http://bugs.php.net/bug.php?id=29264 and promptly fixed: no problems with the latest CVS snapshot, so we can safely say that in PHP 5.01 gettext will work.
