Actually, according to the ISO 8601 spec (http://www.cl.cam.ac.uk/~mgk25/iso-time.html), either
+hh:mm or +hhmm are allowed as valid time zone indicators.
Therefore, the date string "Y-m-d\TH:i:sO" is valid.
Also, you could use gmdate("Y-m-d\TH:i:s\Z") for a valid ISO 8601 date in UTC.
