note 44647 added to features.file-upload

Just a little reminder/note that might help. the line: enctype='multipart/form-data' in the HTML <form> tag is very important. I created a form with dreamweaver and didn't realise that this line was omitted. I wasted a few hours trying to figure out what went wrong with my php script, when it was actually my HTML. If you don't include this line, your browser will not upload the file !
