As of Net-SNMP 5.1.2 the file config.h is now called acconfig.h. This is where you will find and
uncomment the line
#define NO_ZEROLENGTH_COMMUNITY 1
as described in the manual above.
I've been looking for the file for about 20 minutes before I located it by the new name.
