note 45416 added to function.parse-ini-file

I can't seem to get an equals sign into the value so I can't do something like this... Name = Tom <font color="red">Oram</font> I can't see why there should be a problem and the way I've always understood ini files is everthing up the FIRST = is the key and everything after is the value, but when I try this I get... Warning: Error parsing /home/tom/language.ini on line 173 in /home/tom/httpd/site/catalog/includes/application_top.php on line 287 I can wrap the line up in double quotes and I then the = is OK but then I can't find out how to escape the double quotes.
