me thinks the line:
$date = date('Y-m-d\TG:i:s', $time) . $tzd;
should infact be:
$date = date('Y-m-d\TH:i:s', $time) . $tzd;
as IMHO the ISO 8601 standard <http://www.w3.org/TR/NOTE-datetime> calls for:
"hh = two digits of hour (00 through 23) (am/pm NOT allowed)"
and 'G' = 24-hour format of an hour *without* leading zeros
