note 45642 added to function.date

I am recieving this problem.
Everytime I use the date() it changes the date and the format instead of changing the format.
<?
date("M d Y", "2004-09-13");
# Prints Dec 31 1969 instead of Sep 13 2004
?>
Why is this happening?
