Using a leading zero in the month can return unexpected results.
For example:
mktime(7, 0, 0, 09, 11, 2004) returns 1071147600
which is exactly ten months in the past
mktime(7, 0, 0, 9, 11, 2004) returns 1094904000
which is the correct date and time
