note 45714 added to function.error-log

What's the deal with mode 3? sometimes it just does't write to the file, even when running a php file as root from the command prompt (php -f), or when the file has world write permissions, it just doesn't do it. Does the script have to be the same script that created the file? User? Does error_log reset the umask or something?
