note 45895 added to features.file-upload

In addition to the comment of olijon, iceland, I want to add more. Actually, in RH9, there is php.conf file in /etc/httpd/conf.d/. So the script written by olijon, iceland already exists in php.conf. However, I still suffered from the maximum file size problem, though I changed the post_max_size = 12M, file_uploads = On, upload_max_filesize = 10M of /etc/php.ini.
