I have just been through this process, installing onto Windows XP. Apache 1.3.31 and PHP 4.3.9. I
was having trouble getting it to load the sockets extension and noticed that it wasn't reading
the php.ini file. phpinfo was reporting the windows dorectory rather than the file.
I had setup the PHPRC env variable as detailed above, but I didn't seem to be using it.
Manually creating the registry key at HKEY_LOCAL_MACHINE\SOFTWARE\PHP\IniFilePath and restarting the
server caused it all to jump to life.
Hope this helps if someone is having the same problem.
