On Windows XP w/ Apache 2.0.49, and upgrading from PHP 4.3.2 to 4.3.9, placing php.ini in c:\php was
ineffective, even when c:\php was in my $PATH. The .ini file was not read until I placed in in
c:\program files\apache2. (I didn't try c:\windows or other locations where php4apache2.dll is
supposed to look).
Also, PHP 4.3.9 ran w/ the /sapi and /dlls directories intact -- i.e., without moving the contents
of those directories to c:/php. It ran after moving those contents, too.
