note 47950 added to function.mysql-connect

If you're having difficulty getting mysql_connect() to return anything in PHP5, check the value of sql.safe_mode in your php.ini file; if this is set on, all user/password info passed to the mysql_connect() function is ignored and an attempt is made to connect using a default SYSTEM user instead.
