In addition to tclong's note:
The error: 'CGI Error: incomplete HTTP headers...' when using a location header(), seems
to be a bug that still exists in PHP ver. 4.3.9

A workaround is to use ISAPI since it only happens if you use CGI.
note: This only works for IIS and not for PWS since this webserver does not support ISAPI.
