note 49451 added to features.commandline

just thought i would mention that there was a bug using CGI under windows for a very long time. I wrote the program breakiis.c which i sent to microsoft to prove that it was IIS and not PHP. they admitted it was a bug in IIS 2 years ago and have no finally fixed the bug. If you would like the patch for windows 2000 which is only going to come out in SP5, email me.
