note 50134 added to function.setcookie

I have been trying to get any cookie to set but am unable, using any of the posted helpers. I am using WinXP with IE6, but I also tried this with Firefox. Whether I use something like, setcookie("testcookie", "value"); or setcookie('test', 'value', false, '/', false, 0); or setcookie("mycookie", "value", time() + 3600); Doesn't matter, I can't get a single cookie to set. I'm pulling my hair out!
