The return value from this function (as of PHP 4.1.1) is actually a boolean: true on success, and
false on failure. I was testing for a return value < 0 which of course never happened even when
I couldn't bind the socket.
This consumed about half an hour, but I can't say I wasn't warned :) *Believe* the
warning about experimental features, and always check that it behaves as documented. Avoid
experimental features altogether if possible (unfortunately not always an option).
