i want to run an executeble throug PHP, but just can't get past this error:

I have Windows 2003 Sever with IIS6, with PHP intergated(not Apache!)
i've tried to put the file into the windows\system32\
with this script:

$WshShell = new COM("WScript.Shell");
$oExec = $WshShell->Run("ut2004.exe", 3, true);
?>
And i tried this script:
<?php
echo exec('ut2004.exe')
?>
** And i'm wondering how to give it extra commands
(like -mod=my_mod.ini -user=admin)
Any advice or solution is welcome!
