note 50525 added to function.is-bool

I have not tested this, but I'm pretty sure that is_bool will return true on a variable set to false. Otherwise the function is pretty broken. Not sure where you got the idea that is_bool is the opposite of empty, but that's not the purpose of the function (nor does it make your code any more readable).
