I got this to work correctly using Apache 2.0.53 with PHP 4.3.10 But I had to move the
php4apache2.dll
c:/php/sapi/php4apache2.dll
to
c:/php/php4apche2.dll
My httpd.conf also removes the " and adds a trailing / to
c:/php
so it looks like
c:/php/
My httpd.conf below

LoadModule php4_module c:/php/php4apache2.dll
AddType application/x-httpd-php .php
# configure the path to php.ini
PHPIniDir c:/php/
