All was correct, BUT when I checked phpinfo() settings, I saw that this script report php.ini path = C:\WINDOWS instead of c:\php (installation path). I don't have any php.ini at C:\WINDOWS so I discover a little trick when you manually install php as isapi. You must add PHPRC variable in your Windows system variables and restart your computer.
