I had quite a bit of trouble getting the LDAP extension to load with PHP5, Apache2 and Windows XP.
It turns out that you need to copy any dependent DLL's (in this case: libeay32.dll and
ssleay32.dll) to C:\Windows\System32 unless you have PHP in the default C:\PHP5 directory.
