On windows, php 4.3.10 and apache2, fsockopen dies with a fatal error on a connection timeout even
if you call fsockopen with @fsockopen.
On linux it was not possible to me to simulate a timeout but it seems that there is no problem with
that.
So don't wonder if you are testing on windows...
