note 53475 added to ref.mail

I've changed the SMTP adress in the php.ini file (under win os) but when I take a look to the settings with phpinfo() I got the old SMTP. The thing is I don't want to restart any service, I want to perform the change in execution time. Is there something to load the new settings without restart anything. And, what I understood reading this article is that this should work in execution time, shouldn't it?.
