note 53633 added to function.setcookie

If you cannot get a cookie to stick when using an expiration date - check that local computer's time and time zone! I spent hours trouble-shooting my code when I realized that the computer time on a client's computer was 7 years into the future which automatically expired the cookie before it could be used!
