[Editor's Note: This is not quite accurate.
Even if you suppress any or all of the E_USER_xxx error levels, calls will still be made to the
custom error handler (if any). Every other level of error reporting will function normally.

error_reporting() has no effect if you have defined your own error handler with set_error_handler()
