If you're not sure which php.ini file is actually being read you can use the get_cfg_var()
function:
$ php -r "print get_cfg_var('cfg_file_path');"
/usr/local/etc/php.ini
C:\>php -r "print get_cfg_var('cfg_file_path');"
C:\WINDOWS\php.ini
