note 54321 added to features.file-upload

OS: Windows XP Apache PHP: Version 4.3.3 Had problems uploading files to the required folder using move_uploaded_file. The file was being uploaded to the tmp folder but was not being moved to the desired folder. The chmod command doesnt work under windows. So did the following: 1. Right click the desired folder 2. Click on security tab 3. Set the appropriate permissions Works absolutely fine now!!!
