Good news:
PHP Version 4.0.4pl1 under Windows98 can now save session-file at the directory that you desired.
I can now configure in php.ini as below:
session.save_path = C:/Windows/Temp
it will cause error in earlier PHP version. so I suggest you upgrade it.
