note 54637 added to ref.mysql

Actully, the file may have been found, it is just the wrong version. The "libmysql.dll" is packaged and sent with a number of applications and it can end up in different place on your computer. The file may even be completely different, so just replacing it may cause problems with the other applications. I searched for the this file and found that I had a number of different versions on my machine at once. PHP was trying to use the WRONG ONE.
