note 55693 added to function.socket-select

On www.php.net/manual/en/function.socket-select.php: The units for the parameters 'tv_sec' and 'tv_usec' are not explicity specified. From the naming, it seems like they might be seconds and microseconds but this should be stated. On this page, the note from "calimero dot NOSPAM at NOSPAM dot creatixnet dot com 14-Feb-2003 07:36" says "I use a value of 15 ms for this parameter" which implies milliseconds, which is confusing. Maybe this should read "15 ms (15000 usec)".
