For Bulgarian setlocale('LC_ALL', 'bg_BG') DOES NOT WORK!!
However setlocale('LC_ALL', 'bgr_BGR') works fine. 'bgr_BGR' is used
according to Unicode.org http://www.unicode.org/onlinedat/countries.html
