note 56690 added to function.setcookie

I am having a problem trying to use cookies. I can set the cookies fine and when I go to a page initially all is still well. However, when I click the back button on the browser, I get the "page can not be displayed without posting the data" When I click the refresh button on the browser the page is display for about a second and I can see the values in the form, but then the page appears to submit itself. The address line at the top of the browser is pointing to page where I initially clicked on the back button.
