You mentioned above that "the closing tag of a PHP block at the end of a file is
optional". So tried the following code and it doesn't work.
<html>
<head>
<title>Test</title>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
</head>
<body>
<?php echo "hello world";
</body>
</html>
