All the numbers returned by this function (when it works) are in clock ticks. The number of clock
ticks per second is system-dependent, so we need a way of looking it up. In C this is given by
sysconf(_SC_CLK_TCK)
or the CLK_TCK macro from unistd.h. Is there a PHP equivalent? This function has rather limited
usefulness without it.
