note 57659 added to function.http-build-query

Note that some hosts have the ini setting "arg_separator.output" set to & ("and amp ;" in case this form encoded that) and some have it set to just a plain old ampersand. When running unit tests on a number of different hosts I kept getting inconsistent results and in some cases double encoded html entitiy errors inside my url class.
